Abstract: In the context of the
problem of radar observations of space objects (SO) using the radar, located on
arbitrary latitude on the Earth's surface, we obtained formulas describing the kinematics
of motion in a circular orbit with an arbitrary inclination angle with the
Earth's rotation. The model is proposed, accounting the rotation of the Earth,
in order to estimate correctly the total observation time SO. An indicator of the quality
of synthesis, which allows to identify portions of the trajectory SO, which
make the most effective radar portraying, was proposed.
