Abstract. «The interoperability
problem» in the field of digital libraries abroad and in Russia is
investigated. The principal difference between «integrated» and «interoperable»
systems is emphasized. In integrated systems the control is realized from one
point, whereas in interoperable systems the control is realized using
ICT-standards. Integrated systems control is realized from one point, whereas interoperable
systems control is realized by ICT-standards. Abroad a number of international
associations and separate organizations are involved the issues of
standardization activity when creating and combining digital libraries It
is shown that abroad digital libraries are created and combined mainly on the
interoperability principles. A number of recommendations which provide an
interoperability are developed. Also is shown that last years in Russia active creating
and combining digital libraries occurs. The creation of National digital
library which must combine public Russian libraries of federal, regional and
municipal levels, libraries of scientific and educational institutions as well
should be considered as the most large-scale project. From made analysis it can
be seen that in establishing and combining of digital libraries standards play
only a very insignificant role and national standards practically are absent. It
is proposed to apply the developed by the authors earlier and fixed in the
Russian standard GOST R 55062-2012 unified approach which provides
interoperability of information systems for digital libraries using the foreign
experience. This proposal to ensure the interoperability of digital libraries
contains the main provisions of the concept, the architecture, the
problem-oriented model and the profile. It is stressed the importance of
appearance of the national standard GOST R 7.0.96 – 2016, which contains the
necessary terms and definitions and the main characteristics, the necessary set
of species parameters, the functionality and the organizational foundations of
digital libraries.
