Abstract. The article describes the approach to the choice of stochastic signals in radar and radio communications, which is based on the concept of implementation in the process of processing and forming of signals of artificial stochasticity, suggesting along with the natural stochasticity (the random nature of the input signals, interference and noise), the randomization of the conditions of "reception – transmission" radio systems, radar and radio communications. This is achieved by randomization is not informative parameters of the signal. The article analyzes the conditions for solving the key problems of radar - detection estimation and filtering related to the field of "stochastic radar". A comparison with a "sound radar".

The fundamentals of the theory of stochastic radar, interpreted as a new take on the conventional radar systems, but involving artificial randomization (controlled) uninformative parameters of the signal, for the purpose of expansion of the frequency range (base signal). The generalized scheme of the theory, including its application for space-time signal processing, that is - generalization to the case of spatial frequencies (angular directions). A new scheme of splitting the observation space in decision-making in radar with a simultaneous increase in the role of the Observer in the theory of communication under the scheme D is presented. Middleton. The problem of "super resolution" on the basic parameters of the signal is considered in conjunction with the synthesis of ultra-wideband signals for unobtrusive radars.

Keywords: the randomization of the signal parameters, selection of the moving purposes (MTI), randomization, stochastic sampling in time and space, noise radar.
