Radiophysical remote methods of exploration of different dielectric environments have high selfdescriptiveness and efficiency in obtaining a necessary information on the state and properties of inspected environments. In many practical cases the operation of such systems is carried out either   from a surface of inspected environments or when the antennas are at some height (commensurable with a wavelength) from a surface. In these cases it is necessary to take into account influence of dielectric properties of environment on impedance characteristics of transmit-receive  antenna systems.

In the paper the results of theoretical and experimental research of the influence of dielectric properties of inspected environments on parameters of dipole antennas which are near the surface areanalysed. Estimation of possibility of the control of dielectric properties of environment by means two dipole antennas systems.
