Abstract. The aim of the paper is a comparative analysis of the distribution characteristics of measurement and surface electromagnetic waves on the ocean surface: the results of calculations that determine the frequency range in which the attenuation of the beam is larger than that of the surface wave, is presented; a limit frequency is found, below which the surface wave spreads better and higher – the volume wave; it is found that the the recession of field when you remove a field from the source surface wave is much slower than that of the beam.  Åffect of sea waves and Barrik theory àre considered. It is shown that for monitoring ocean surface and maritime radio communication it is preferable the surface electromagnetic wave than Earth's Ray. The possibility of creating a surface radar electromagnetic wave is discussed.
