Abstract. To solve the problem of estimating the probability of detecting radio signals of various radio electronic means (RES) operating using antennas directed at the surface, the signals of which are reflected from the underlying surface, it is necessary to take into account the parameters of the receiving means of fixing and analyzing radio signals, the electrodynamic properties of the underlying surface, as well as the properties of the transmitters of the RES itself with the parameters of its antenna. It is generally reasonable to consider the solution of such tasks in the form of subsequent stages.
