Abstract. The article presents the core principles for modeling a target radio wave propagation environment over a maritime underlying surface. The sea surface relief is modeled using the normalized radar cross-section and the Elfouhaily wave spectrum. Radio wave propagation is simulated using a method based on the parabolic wave equation. The simulator accounts for key environmental and propagation factors, including the sea surface topography, the height profiles of surface and elevated ducts, the atmospheric refractive index profile, signal fading under varying sea states, and the target’s trajectory over the sea. The model is implemented using the ENGEE RTS CAD system and is integrated into the RITM semi-physical simulation system.

Key words: ENGEE RTS, simulator, RITM semi-physical simulation system, sea surface, parabolic equation, propagation factor.
