Optical characteristics of phosphosilicate preforms and fibers with high concentration of phosphorus oxide (12-19 mol.%) were investigated. The dependence of the refractive index of phosphosilicate glass from concentration of phosphorus oxide, the optical loss in the spertral range 0.6-2.1 and 2.5-4.5 mkm and Raman scattering were measured . Based on analyses of these measurements the single-mode optical fibers with concentration of phosphorus oxide up to 19 mol.% were fabricated. The minimal optical loss of fiber with concentration of phosphorus oxide 12 mol..% was 3 and 1.9 dB/km at 1.06 and 1.24 mkm, respectively. The fiber was used for development of the Raman fiber laser at 1.24 and 1.48 mkm.
