Abstract.
The physical mechanisms that determine changes of polarization relationship of radio waves when sounding the sea surface are analyzed. It is shown that if the changes of the local slope of the sea surface can be neglected, the polarization ratio is determined by one parameter – the relative dielectric constant of sea water. It is shown that the variation of local incidence angles creating by long waves lead to a decrease of the polarization relations.
