plate covered by resonant absorber layer

Features of measured scattered spectrum of a metal plate which 
one part is covered by a resonant radio absorbing material are considered. At 
the transition through resonance frequency of the cover the phase of reflected 
signal is changed leading to fast change of indicatrix of scattering. It is 
shown that for such object on frequencies near to resonant, sidelobe levels can 
be higher than level of mirror reflexion.
