Abstract: Different
methods to determining the effective
permittivity of two-dimensional electromagnetic
crystals consisting of thin conducting
cylinders is considered. The causes of discrepancies between
the results obtained by different methods is analyzed. Common problems of these
approaches to the description of the properties of spatially confined
structures is discussed.
