Abstract: The
interaction of radio waves with the sea surface is analyzed.
Change
of radio signal, resonant back-scattered by sea surface, as a result of
changes in the dielectric constant under the boundary of the
ocean-atmosphere, are considered.
The quantitative
assessment of the changes in the geometric factor caused by variations
in temperature and salinity of sea water are calculated.
The
analysis is performed for the length of radio waves millimeter,
centimeter and decimeter ranges.
