Publication ethics and malpractice statement
The editorial board of the journal follows the international principles of publication ethics expressed in the recommendations of the Committee on Publication Ethics (COPE) and the Ethical Code of Academic Periodicals, complies with the laws of the Russian Federation on intellectual property rights, and does everything possible to prevent publication malpractice and abuse of office.
Responsibility of the editor-in-chief and members of the editorial board
- The editor-in-chief is responsible for all content published in the journal.
- The editor-in-chief makes an impartial decision on publication based on peer review and discussion at the editorial board meeting.
- The editor-in-chief and members of the editorial board are responsible for the selection of reviewers.
- The editor-in-chief approves the review procedure and develops recommendations for reviewers.
- The editor-in-chief, members of the editorial board and executive secretaries must keep confidentiality, must not disclose the content of submitted articles and must not use it in their own work.
- The editor-in-chief does not conclude copyright transfer agreements with authors; the copyright remains with the authors.
- Publication is free of charge.
- The journal is open access and is published on its website jre.cplire.ru and on the website of the Scientific Electronic Library eLIBRARY.RU. The editor-in-chief and executive secretaries are responsible for the timely delivery of the journal issues to the Scientific Electronic Library.
- If plagiarism or other misconduct is revealed, the editor-in-chief must publish a retraction referring to the original work, together with an apology to its authors and to the readers.
Responsibility of reviewers
- All submitted articles are reviewed according to the established procedure.
- The reviewer regards the article as the intellectual property of its authors and may not use its content for personal purposes.
- The reviewer considers the article confidentially and does not disclose its content before publication.
- Peer review must be impartial: the reviewer must not have a conflict of interest with the authors. If there is a conflict of interest, the reviewer must inform the editor-in-chief and decline to review.
- The reviewer's comments should help the authors improve the article. Comments should be specific and clear and contain either a conclusion on whether the article can be published (as is or after revision) or a recommendation to the editorial board to reject it.
- If the reviewer finds signs of misconduct (unreliable or falsified data, plagiarism in any form), he or she must inform the editor-in-chief.
Responsibility of authors
- Submitted articles should present original results obtained by the author (group of authors). Information in the article must be reliable. Any falsification is unacceptable.
- The article should contain enough information for other researchers to verify its results.
- When information from other works is used, references to the original publications must be given. Plagiarism in any form — from presenting another's work as one's own to using the results of other works without citation — is unacceptable.
- If the author finds significant errors in the article during review or after publication, he or she must notify the editorial office as soon as possible and cooperate in publishing corrections or a retraction.
- Submitting the same article to several journals, as well as submitting already published articles, is unacceptable.
- Authors are responsible for compliance with the rules of open publication.
- Authors list the sources of funding in the “Funding” section of the article.
